- Ongoing dumpster issues behind 408 Market to 420 Market Street. Rats are everywhere once it turns dusk and ISD has already identified a number of burrows back there. Something has to be done. Not fair to the businesses or residents. It’s a health and quality of life issue. The smell is awful
