Description
Homeowner does not keep lids on trash barrels or properly close bags. Rats are consistently around and running through yard to access theirs. Their yard consistently smells of urine. Dog feces left for days on end piling up. Constant rat activity including rats aggressively fighting each other for food on my property coming from theirs. Trash in yard.
