- Case #101005454443 closed no violation found even though the photo shows an uncovered dumpster with trash beside it being picked by birds. How is a dumpster without a tightly fitting lid allowed? How is a dumpster allowed to have trash beside it. If the source of trash is a source of food for wildlife it is automatically a code violation. See the sparrow in the photo picking. There are also rats in and out and seagulls that pick the bags and drop the garbage to open it. Why ticket neighbors for rats and not ticket the food source for the rats?
